Are Opinion Orientated Greatest Film of all time lists comprised of films that you gave a 10/10?

I’m making a list of the films I consider the greatest ever and I do not know whether to include films that I gave an 8 or 9, Do Greatest Film Lists consist of films of films other than the films the host gave a 10?
They must.
Every list I’ve seen has Citizen Kane as one of the all time greats. I definitely don’t agree with that, but it’s an example of a "list" that has movies on it that a "host" wouldn’t possibly give a "10" to (at least I wouldn’t).

yeahh, i don’t think there’s a movie that is just flat out a 10 out of 10…

Beats me, why don’t you just do whatever you want to?
Most greatest film lists are made by movie critics or by consensus (someone consulted several other lists to make up their list)
Nothing personal, but I’d be more interested in what movies made other people’s lists than whether or not I gave the movie a 9 or a 10.

it’s a subjective list if you like it and consider it an 8 inmclude it, others might thinks it’s a 10 or conversely a 2.
