DVD recorder needed.. and play them on VCR connected by scart lead to DVD recorder ,, Done it many times .

There are several options a combi dvd video recorder with transfer capability there are also smaller units that digitise the film then allowing you to burn the disc using your PC CD burner they usually plug into the VHS player and then into your PC .I believe there are also companies that will do this for you though the expense of doing it that way is only really viable if you only have one or two to transfer.Most Sunday newspapers carry ads for all these options But I am sure they can be found cheaper from other sources.

You may be able to do this with a special VCR from Best Buy or other big box retail chains. What it is: It’s a VCR with a USB cable to plug it into your computer. You install the software that comes with it, and in no time, you’re recording your tapes to DVD…
There is one thing I should mention, since you’re looking to back up retail movies… They put a special encoding on the tapes called Macrovision. This may prevent you from copying them, or produce very poor results. If you have ever tried a VCR-to-VCR copy, you may have run into this. Don’t be surprised if you run into this wall.
